Actually that was something that Bruce Webster and I discussed recently. Unfortunately, it's a little too late in the process for that brilliant idea to be implemented without additional delays to the Beta. It's certainly doable for a future release or upgrade to the game - I'd like to keep a list of suggestions (like this) so when the time comes, we can see what we can do.
What you DO see right now is merchants behaving differently based on what they are selling. For instance, the bartenders are a bit more chummy, the weapons dealers are macho and use military-like slang, etc. And like the original, mood plays a part. If you stall too long or otherwise do something to annoy an NPC, they will respond with increasing levels of annoyance and insults. If you annoy a merchant so badly they begin to ignore you, you will then find that you are recognized when you re-enter the shop and continue to be ignored until a certain cooling-off period of time passes and the merchant either doesn't care or doesn't remember you.
The NPC conversations in pub booths are generally the most diverse - that's where you have hundreds of greetings, hundreds of goodbyes, many hundreds of small talk comments, questions, and jokes, etc.

Thanks bro! That was the idea - homage to the original. NOT like your typical Hollywood remake of an original source that ends up looking unrecognizable ("I, Robot" anyone?)

I hope it's clear what upsets the barman. In the original, they could be very friendly and call you sir... Then after 3-4 purchase of cloakers/concentrators, they would suddenly start asking for bribes and call you names. Now in the AtariST you can shrug it off and after a few attempts he'll usually resume talking you to and doing more business. But his AI felt more like a Civilisation AI... "We're allied and best buddies!" Then 5 turns later "I hate you I break alliance and kill you with nukes" real WTF moments, lol. Love the new art. Can't wait for digging in ! [EDIT] Just a thought, are tiles all static or are they animated? I just had an idea about some tiles being like animated vertical wind turbines... like this : Of course the concept could be used for blinking light sequences (like on landing pads/roads), and other slight little things.
